HOW DOES FREE SPEECH WORK IN FRENCH LAW ?
French law is simple: people have rights, ideas don't have any.
What that means is that:
You can satirize, criticize, mock, do anything to ideas, symbols, etc. Only people are protected by the law. There are a very few exceptions to that principle, but religion is not one of them.
WHAT ARE THOSE EXCEPTIONS?
Three main exceptions:
  • Denial of crimes against humanity that have been sentenced as such by a french or international court (this, obviously, includes the holocaust). This law has been and is still discussed: some argue that the political power should not interfere in history discussions.
  • Glorifying terrorism (it's a very old law: 1881).
  • Insulting the national flag. This one is a very recent (2003) and controversial law - and its pretty limited: the Conseil d'État ruled that this law applies only to "disturbing the peace" ; insulting the french flag is allowed for those who "want to communicate, by doing this, political or philosophical ideas, or who do it as an artistic or creative act".
WOULDN'T IT BE BETTER TO RESTRICT FREEDOM OF SPEECH TO WHAT IS NOT OFFENSIVE FOR OTHERS?
It would be a bad idea.
First, free speech doesn't make sense if it only works to please everyone. If a dictator forbids free speech, it's because he usually doesn't want people to say bad things about him, not because he's afraid of receiving compliments...
But most of all, in a society in which free speech should bow to your feelings, a LOT of things would be forbidden... including religions. For a lot of people in modern society, some principles are sacred: for instance the idea that apostates, women who have sex before marriage, or same sex couples aren't guilty of anything. The holy books of the three religion are therefore deeply offensive to them: they could just as well ask to forbid those writings...
There is no logical reason for which, in a society, some citizens should be considered more "holy" than others, or their feelings more important than those of others.
The limitations in free speech laws are only made to protect people - their safety, or their reputation. Not their ideas, nor their feelings.
SO WHY DID SINÉ GET FIRED AFTER MAKING FUN OF JUDAISM?
Siné was fired from Charlie Hebdo after making, in a text, a remark on the marriage of Sarkozy's son with a jewish girl, suggesting he was choosing to convert to Judaism to marry a rich heiress. The chain of events is complicated (see the wiki page), and the Charlie Hebdo director from those years (Phillipe Val) who fired him is still very controversial.
The LICRA (association against racism and antisemitism) filed a complaint against him after this. Siné was acquitted of all charges.
To sum this up:
  • Siné was accused of stigmatization against Jews (people), not their religion (idea).
  • His being fired from Charlie Hebdo is the sole responsibility of the director of that period, not french laws.
  • France, through its judicial system, confirmed that Sine was free to say what he said.
AND WHY DIEUDONNÉ WAS FORCED TO STOP HIS SHOW WHEN HE MADE FUN OF JEWS?
Dieudonné is a talented stand-up comedian, which gradually made attacks on Jews his specialty - and as time went by, he became close to the far right (Soral, Lepen). There are two very different affairs about him.
Note that, in those two affairs, he was never accused of mocking the Jewish religion (idea), but of hate speech, racist insults and defemation against Jews (people), of glorifying terrorism, and of denial of crime against humanity.
  • The first affair is the one everybody heard of: the cancelling of his show. In 2013-2014, Dieudonné is presenting a new one-man-show, and some parts of it are considered borderline antisemitic. But wait for a trial to confirm that would have been long, and the politic power at that time (french minister Manuel Valls) didn't want to let the show still publicly attack Jews every night without doing nothing. So, through his departmental prefects (which obey to political power), he asked to stop the show for "trouble à l'ordre public" ("disturbing public order"). That's not really what "trouble à l'ordre public" is usually used for (it's mainly made for meetings judged dangerous), but it's still possible to do it for a show, through an unique case law of 1995 (case law, aka "jurisprudence", is decisive in french law). This decision opened a huge and violent debate in France, including between its different institutions (the administrative court of the city of Nantes canceled the canceling of the show, then the State Council canceled the cancel of the canceling of the show...). This decision is still debated today, and judged illegitimate by many.
  • That said, there is another affair, or several in fact, which are not known at all abroad: the fact that, on the same matter, Dieudonné was found guilty several times after proper trials. Between 2007 and 2020, he was convicted 11 times (for "call to hate", for "racist defamation", for "racial insult", for "apology of terrorism"...). Those convictions have been confirmed on appeal, and are not a french obsession: he has been also condemned for the same things in Belgium, in Quebec, and one of his french sentences has been confirmed by the European Court of Human Rights.
To sum this up:
  • Dieudonné was never convicted for attacks on Jewish religion, but for attacks on Jews, denial of crime against humanity, and glorifying terrorism.
  • He has been found guilty of this 11 times by french justice, but also by the judicial system of Belgium, of Quebec, and by the European Court of Human Rights.
  • Nevertheless, the political power of 2014 hasn't waited for a trial to stop one of his shows with antisemitic parts, and cancelled it in a way which, while still legal, was jugged abusive and problematic by a big part of french society, including some of its institutions.
BUT WHY DOES CHARLIE HEBDO ONLY TARGET ISLAM?
Note, before anything else, that Charlie Hebdo is an independent newspaper: the French government doesn't decide what is published in it. They're read by only a very small part of the population. It only represents itself. And anyone is free to file a complaint against them.
That said, Charlie Hebdo, which is a critical and satirical left-wing newspaper (anti-far-right, antimilitarist, anticlerical, propalestinian...), and the heir of an anarchist-libertarian french press, has a long history in making fun (and even being plain rude/disrespectful) of anything and anyone. The main target of Charlie Hebdo, that said, is mainly far right politicians like Le Pen, not religion.
BUT SOME CHARLIE HEBDO CARTOONS COULD BE CONSIDERED RACIST!
On decades and thousands of drawings, there are very few cartoons that have been considered racist. Their idea to be "bête et méchant" ("stupid and nasty") with everyone (the main equivalent, in the US, would not be The Onion, but more something like South Park) lead them to sometimes cross the line.

Don't think it got a free pass: this drawing, as well as some others, was heavily discussed at that time in French society. But no one filed a complaint: you still can, if you want to.
IF FREE SPEECH IS SO IMPORTANT, WHY DOESN'T FRANCE LET COUNTRIES BOYCOTT ITS PRODUCTS, OR ERDOGAN QUESTION THE MENTAL HEALTH OF MACRON?
As far as France didn't forbid anything (just reacted to it), the French statement demanding the immediate stop of boycotts in an authoritarian tone was indeed clumsy, to say the least. That said, the statement was also highlighting the fact that those boycotts were a reaction to lies and distortions of words. This would not contradict free speech laws in France: defamation, in France like in any other country, is a limit of free speech.
The reaction to Erdogan words were only due to the fact that a president literally insulted another one, a thing which never happens in diplomatic relationships even between unallied countries. The last political leader to do so was Duterte, who insulted Obama. Obama reacted by cancelling their meeting - at that time, nobody thought it was an abusive reaction.
IF FRANCE DOESN'T HAVE A PROBLEM WITH ISLAM, WHY DOES IT FORBID THE HIJAB?
The Hijab in general is not forbidden in France: you can wear it in the streets, in a concert hall, at your job on certain conditions (see below), etc.
But there are two exceptions. Note that those exceptions concern ALL ostensible religious signs (hijab, cross, kipas):
  • State-run school (primary school, middle-school, and highscool - college is not concerned). The school is considered a neutral ground, in which children must forge their own opinion, without outside pressure, without religious influence or influence from their parents. This doesn't only concern religion, it's a global principle of neutrality (religious, commercial, and political neutrality, which concerns teachers, but also students depending of the context : during an election time, a child woudln't be allowed to come in class with a t-shirt promoting his favorite presidential candidate, for instance). While the definitive law on the subject is recent, it has its roots deeper in french history: public education in France was born in a pretty harsh fight against religious catholic schools, more than a century ago.
  • State workers. In France, regarding religion, the State is totally neutral (there is no State religion or official religion). Therefore, all its workers (teachers, cops...) must be neutral too, as they represent the State in their interactions with its citizens.
As for jobs, it can only be forbidden in two cases: 1) a clause in the internal regulations of the company can demand than employees in contact with clients (and only them) do not show any personal convictions signs (whatever they are: religious, political, etc.), 2) it can be forbidden for safety, hygiene, or security reasons. But an employer can not ask a employee to not wear it just because he doesn't like it.
FRANCE STILL FORBIDS NIQAB AND BURQA EVERYWHERE!
Yes. And as much as all the other laws were designed for ALL religions, this one (which is very recent) is not. In concrete terms, this law forbids an individual to hide their face outside of certain contexts (for instance, it's allowed for sanitary reasons - the COVID mask is therefore not against the law).
This law was a reaction to niqab and burqa not as religious signs, but as political ones (the signs of a political/fundamentalist islam, associated with the Salafi movement). It was a huge debate here in France, and a lot of people, while being not very supportive of niqab, still think it was a bad move.
Note that France is not, by far, the only country to have forbidden these: Senagal, the Netherlands, Chad, Gabon, Austria, Cameroun and others have also forbidden them.
NEVERTHELESS, AREN'T MUSLIMS STIGMATIZED IN FRANCE?
We have to be more cautious here, as the answer that follows isn't based on something as factual as law. The short answer is "yes": they are stigmatized. But not by caricatures...
Muslims in France are for most or them Arabs, children or grandchildren of North Africans immigrants from the sixties and after. Like all immigrant waves before them (Italians, Portugueses...), they experienced racism, but there are several differences. Due to the time of their arrival in France, they settled in brand new suburbs buildings, in places in which they were not mixed with other frenchs: those places became with decades deserted by the State (regarding public services), and have now to deal with high unemployment, drug traffic, and the criminality which results from it. This led to very harsh confrontation with the Police, which took bad habits: a black or arab frenchman as 20 more chances to be controlled than a white one, as a national 2017 study shows. In addition to that, the colonial past of France, and especially all that concerns Algeria (its colonization, the Algerian war), took a long time to be recognized as such by the State - and as much as Macron recently qualified Algerian colonization as "crime against humanity" and a "barbaric act", this national work is still in process.
All that explains the easiness with which a more radical Islam took roots in some of those places, when salafi movements expanded in Europe: for a lot of young people living there, who feel hated by the State and the rest of society, "being Muslim" is the only identity and pride left. Therefore any attack on it (or law lived as an attack) is extremely badly experienced. This come-back of the religion in public spaces and of its demands, in a country which just finished to deal with his century fight against Catholic Church claims, provoked a vivid reaction on the other side.
This defiance against Islam became a tool for the far right in order to gain votes, then from the right politicians (including some current ministers) wanting to keep those votes. Religious extremists and racist people in France now take profit of the same kind of ambiguity: religious extremists say any limitation of their religious expression (due to the limitations of french free speech laws) are in fact an attack on Islam and Muslims ("Islamophobia") ; and the Far Right implies that every Muslims is an extremist who doesn't accept the french laïcité (an idea which is sadly encouraged by recent polls - even if pools, and the ambiguity of their questions, should always be read with caution). This confusion is helped by the fact that the political left, which in France is historically the keepewatcher of laïcité (a true laïcité, not a preference for Catholic church), is sometimes awkward with the subject concerning Islam, as it doesn't want to attack a religion whom believers already live discriminations as Arabs. And all that confusion is of course not helped by the 20 terrorist attacks made in the name of Islam that France lived in the last 8 years...
To sum this up: yes, it's not exaggerate to say there is a stigmatization of Muslims in France. But it has not a lot to do with the free speech law, or with the caricatures of the prophet, and favoring that confusion is playing the game of religious extremists on french soil. Left newspapers like Charlie Hebdo want to continue to fight racism AND to attack religions: to treat Muslims as equals (to attack their religion as any other one), not to patronize them. That's up to each person to decide if they're doing it right...
AND WHY DOES FRANCE HAVE BUSINESS DEALING IN WEAPONS OR OIL WITH EXTREMIST ISLAMIC STATES?
For cynical economic reasons. But as much as it is not a matter of pride, nor logical in a war against terrorism, it can not be used as an argument to invalidate french version of secularism, which is only about the separation of church and State. The same way we cannot invalidate the secularism legislations of all the countries which presently deal with China just because China locks Muslims into camps (among other niceties)...

Comme pas mal ici, depuis une semaine, je passe mon temps à répondre aux mêmes questions, aux mêmes attaques mal informées ou fake news, aux mêmes comparaisons foireuses... Et quand je vais voir sur les subs étrangers, ce n'est pas mieux.
Je me demande du coup si ce ne serait pas utile de se faire un petit bilan, en anglais, auquel on puisse renvoyer, ou dont on puisse copiecoller des bouts pour répondre aux questions les plus habituelles. Même si au fond c'est une initiative qu'on aurait du prendre la semaine dernière, là c'est limite trop tard...
Le faire ensemble ici permettrait en tout cas de le corriger, de le sourcer, de peaufiner l'anglais, de le rendre plus objectif et froid, de vérifier les affirmations auprès des juristes s'il y en a parmi nous, etc. (EDIT : j'ai eu plein de retours pour la reformulation que j'ai appliqués, merci à tous, restons-en à présent à ce qui pourrait être factuellement faux (questions de droits, affirmations) ou fautes d'anglais objectives !).
Il y aurait encore d'autres choses, sur des objections que j'ai aussi pu croiser : le fait que l'antisonisme ait intégré la loi sur l'antisémitisme, par exemple, ou encore sur la fermeture d'Hara Kiri, une explication de la pensée du modèle laïque français et de pourquoi il diffère tant des autres pays (y compris les raisons historiques), un petit bilan de la stigmatisation dont peuvent souffrir les musulmans en France pour bien faire le tri entre les attaques à la religion et les attaques racistes (mais à documenter sérieusement)...
D'autres questions ont été proposées en réaction à ce post, comme ici et ici : si vous voulez vous y atteler et soumettre vos textes au jugement des autres: attention à rester court et factuel, et à ne pas chercher à "défendre" le pays, mais à simplement refroidir le truc en coupant court aux ambiguïtés possibles, y compris si ça met en lumière des failles et problèmes du côté français.
J'ai bien conscience que c'est délicat au sens où on a nous-mêmes des avis différents sur ces questions. Ça peut être aussi l'occasion d'en discuter.

Formal Complaint Email and Survey Regarding Professor Paula Sauveur

For the students who have had Professor Paula Sauveur for Engineering Law GNG4170 , here is a link to a form/survey to have your name added in support of an email which details the issues students have had with the Professor. We've been working with ESS, MESS and faculty reps to put this together, and we've tried to make sure we got all our facts straight to do this thing properly.
Essentially our plan is for the Engineering Student Society VP Academic to send an email to the Dean of Engineering, detailing all the complaints that have been collected. The email will also contain the results of the survey (link will follow), that I ask all of you who have taken GNG4170 with this Professor to fill out. The more students we have on that survey, the stronger our case.
Only ESS VP Academic will have access to the results of the survey. We will be reminding the dean repeatedly that we do not consent to any of your identities be shared with Paula or anyone outside of the dean's admin.

Dear Dean Power,
I am writing this letter on behalf of the Engineering Students Society and many uOttawa engineering students to express our collective concern regarding Professor Paula Sauveur, who has been recently hired by your faculty to teach the course GNG4170, and to request your intervention in resolving the many issues students face regarding Dr. Sauveur.
Ever since Professor Sauveur started teaching GNG4170 the Winter 2018 semester, students have had regular complaints about her unfair teaching methods. By his own admission, Professor Michel Labrosse has received many complaints regarding Professor Sauveur (Appendix 1) and yet she continues to not change how she approaches teaching the class. When asked by students to make things more accommodating, Dr. Sauveur has been uncompromising and, to some extent rude, to students. In the current Summer semester, she has made online learning even more difficult for students. Students have trouble keeping up with her online lectures and even more so if they want to take notes. The professor told students that because of this she would be uploading her lectures so that students could watch them after the live lecture and take notes, however, the online videos were not playable. When asked to fix this, Professor Sauveur told the students to contact IT, in a less than friendly email (Appendix 2). However, contacting IT didn't seem to work as the university IT staff had trouble getting in touch with Professor Sauveur (Appendix 3). In a later email sent to students, she decided that she would completely stop uploading the videos, as they were a commodity, and expected students to just deal with her online lectures (Appendix 4). This uncompromising email was sent to students a few days before their midterm and many students were left with no studying material as they were promised they would be able to watch the uploaded lectures and didn't take notes in the live lectures.
Professor Sauveur has a mandatory $100 textbook, which is authored by herself that she has added to the class which Professor Cameron Tiesma, her predecessor, never had. This textbook is also only composed of information that is freely available online, however, to enforce the purchasing of the book, she has also made it the only material allowed during her open-book assessments. Furthermore, the textbook is not fully bilingual and many components of it are in French only, examples being the table of contents and index (Appendix 5). This makes it extremely difficult for the vast majority of students that only speak English to navigate her textbook. Half of the textbook also focused on engineering law in Quebec, which is not relevant course material to GNG4170. One student complained about this textbook in the Winter 2020 term to our Vice Dean, professor Michel Labrosse, and he emailed professor Sauveur to fix the situation with her book in February (Appendix 6), she has kept the same book going into the Summer 2020 semester. The professor also makes small changes to the textbook regularly, often with additions that are not relevant to the course, so that students aren't able to purchase used copies and has also required students to cite page numbers from her textbook, which is not a skill they will need past this course, but it further enforces the purchasing of this textbook. To top it off her textbook is simply information from legally available resources that everyone has access to for free.
Students have made many complaints about her teaching style. However, one concrete example is that she spends a lot of time in class discussing material that is not relevant to the course material. Like for example, she will spend 3 hours of a class going over the syllabus and only spend a few minutes on the actual lecture material. While all the other professors will read through the syllabus only at the beginning of the first class and let students read it in detail in their own time. These concerns were also brought up to your administration before but nothing has been addressed.
Perhaps the most drastic complaint that students have against Professor Sauveur is that a large number of students in her Winter 2020 class are suspicious that the professor normalized their final exam grades for the semester. Attached you'll find a list of students that all received the exact same final exam grade. We find this to be more than a simple coincidence as there are numerous students that believe they should have gotten grades higher or lower than those they received on their final exam. It is impossible for us to prove this as the professor didn't share any finals with students after the exam and also backed out of the dates she agreed with to show the finals, in a very unprofessional last-minute cancellation. Students have also asked to see the grade spread but she has told students that they don't have the privilege to that information. We would like to urge the faculty to investigate this matter, whether it is to see the grades or to the finals of students. But the faculty has been so far very compromising in regards to this complaint and we are not sure why there are a substantial number of students that support this claim.
All this has made it very difficult for students to have a fair learning process for the GNG4170 course which has in the past run smoothly. I and the students attached to this email would like to respectfully ask you to intervene in this matter. We would like for you to either replace Professor Sauveur with a new, more suitable professor to teach the GNG4170 course or to enforce that professor Sauveur immediately change her teaching methods, is more comprising of students, and amends the situation with her textbook. The Engineering Students Society is willing to work with Professor Sauveur to discuss changes with her approach so that students are better accommodated. Depuis que Professeur Sauveur à commencé à enseigner GNG4170 pendant le semestre d’hiver 2018, les étudiants ont porté plainte à propos de sa méthode d’enseignement injuste. Professeur Michel Labrosse a reçu plusieurs plaintes à propos de Professeur Sauveur (Annexe 1), mais elle continue à enseigner de la même façon. Lorsque demandé par les étudiants de rendre les choses plus accommodant, Dr. Sauveur a été intransigente et même dans certains cas, impolie aux étudiants. Durant le semestre d’été présent, elle a rendu l’enseignement en ligne encore plus difficile pour les étudiants. Ils ont de la difficulté à se garder à jour lors des cours magistraux en ligne, et ce, encore moins s’il veulent prendre des notes. À cause de ceci, Professeur Sauveur à dit qu’elle téléverserait ses lectures en ligne afin que les étudiants puissent les regarder et prendre des notes après les sessions en direct. Cependant, les vidéos ne fonctionnaient pas, et lorsque demandé de régler le problème, Professeur Sauveur à dit aux étudiants dans un courriel pas très amical (Annexe 2), de contacter les service TI de l’université. Les services TI n’ont pas pu résoudre le problème car ils ont eu de la difficulté à rejoindre Professeur Sauveur (Annexe 3). Dans un autre courriel à ses étudiants, elle a décidée qu’elle cesserait de téléverser les vidéos car ils sont une commodité, et s’attendait que les étudiants se débrouille avec ses lectures en ligne (Annexe 4). Ce courriel intransigible a été envoyé aux étudiants quelques jours avant le mi-session, et beaucoup d’étudiants ont été laissé sans contenu de cours car ils ont été promis accès aux lectures en ligne téléversés et n’ont pas pris de notes durant les lectures en direct.
Professeur Sauveur a un manuel obligatoire de 100 $, écrit par elle-même qu'elle a ajouté au cours que le professeur Cameron Tiesma, son prédécesseur, n'a jamais eu. Ce manuel est également composé uniquement d'informations disponibles gratuitement en ligne. Pour imposer son achat, elle autorise seulement ce manuel lors de ses évaluations à livre ouvert. De plus, le manuel n'est pas entièrement bilingue et de nombreux éléments sont seulement en français, par exemple la table des matières et l'index (Annexe 5). Ceci rend le manuel extrêmement difficile à naviguer pour la grande majorité des étudiants, qui sont unilingues anglophones. La moitié du manuel est à propos du droit de l'ingénierie au Québec, qui n'est pas du matériel de cours pertinent pour GNG4170. Une étudiante s'est plainte de ce manuel au trimestre d'hiver 2020 au vice-doyen, Professeur Michel Labrosse. Il a envoyé un courriel à Professeur Sauveur afin régler la situation avec son livre en février (Annexe 6) et elle a gardé le même manuel pour le semestre d'été 2020. Professeur Sauveur apporte également de petites modifications au manuel régulièrement, souvent avec des ajouts qui ne sont pas pertinents pour le cours, de sorte que les étudiants ne sont pas en mesure d'acheter des copies usés. Elle demande également aux étudiants de citer les numéros de page de son manuel, qui n'est pas une compétences que les étudiants auront besoin après le cours. Ceci est une autre façon de renforcer l'achat de ce manuel. Pour couronner le tout, son manuel est simplement composé d’informations provenant de ressources en ligne, disponibles gratuitement à tout le monde.
Les étudiants ont porté plainte à plusieurs reprises de son style d'enseignement. Un exemple concret est qu'elle passe beaucoup de temps en classe sur du matériel qui n'est pas pertinent au cours. Par exemple, elle passe 3 heures de cours sur le syllabus et ne passe que quelques minutes sur le matériel de cours. Alors que tous les autres professeurs ne liront le programme qu'au début du premier cours et laissent les étudiants le lire en détail par eux-même. Ces préoccupations ont également été signalées à votre administration auparavant, mais rien n'a été résolu.
La plainte la plus radicale des étudiants contre Professeur Sauveur est peut-être qu'un grand nombre d'étudiants de sa classe d'hiver 2020 soupçonnent qu’elle a normalisé leurs notes d'examen final pour le semestre. Vous trouverez ci-joint une liste des étudiants qui ont tous reçu exactement la même note d'examen final. Nous trouvons que ceci est plus qu'une simple coïncidence, car de nombreux étudiants croient qu'ils auraient dû obtenir des notes supérieures ou inférieures à celles qu'ils ont reçu à leur examen final. Il est impossible pour nous de le prouver car Professeur Sauveur n'a partagé aucun examen final complété avec ses étudiants suivant leur évaluation. Elle a également retiré les dates où elle avait accepté de montrer les examens finaux aux étudiants à la dernière minute, et de façon peu professionnelle. Les étudiants ont également demandé de voir la distribution statistique des notes, mais elle a dit aux étudiants qu'ils n'avaient pas le privilège d’avoir information. Nous voudrions pousser la faculté à enquêter cette affaire, que ce soit pour voir les notes finales ou les examens finaux. Mais la faculté a jusqu'à présent été très compromettante en ce qui concerne cette plainte et nous ne savons pas pourquoi il y a un grand nombre d'étudiants qui supporte cette réclamation.
Tout cela a rendu le cours GNG4170 très difficile pour les étudiants d'avoir un processus d'apprentissage équitable pour qui, se déroulait très bien dans le passé. Moi-même et les étudiants attachés à ce courriel aimerions vous demander respectueusement d'intervenir dans cette affaire. Nous aimerions que vous remplaciez Professeur Sauveur par un nouveau professeur plus apte à enseigner le cours GNG4170 ou que Professeur Sauveur change immédiatement ses méthodes d'enseignement, soit plus comprenante envers ses étudiants et modifie la situation avec son manuel. L’Association des Étudiants en Génie est disposée à travailler avec Professeur Sauveur pour discuter des changements avec son approche afin que les étudiants soient mieux accueillis. Nous aimerions également demander les résultats d'une enquête concernant notre accusation de normalisation de ses notes au semestre d'hiver 2020.

Comment s'inscrire ?

Vous devez également choisir un parti pour votre personnage en utilisant le tableau au dessus. Ensuite, vous pouvez fournir quelques informations de base : avez-vous une expérience en politique ? How do I sign up?
There are a few things you need to do before you can register. You must give your fictional character (your character in the game) a name - first name and surname. Illegitimate names or jokes will result in the rejection of your character. You can give them a gender. You must also choose a party for your character using the table above. Then you can provide some basic information: do you have any experience in politics? What are your character's primary education and areas of expertise? Once the game managers have reviewed your registration and made sure it complies with the rules, they will answer "Approved".
Note: If your character is overqualified, it will be rejected. Try to think of your character as a new face in federal politics.

Within the dwindling glow of light from languid lamps,
Sunk in the softest cushions soaked with heady scent,
Hippolyta lay dreaming of the thrilling touch
That spread apart the veil of her young innocence.

Clarification from experienced Quebecers SVP MERCI

Je vais vous raconter très rapidement ce qui s’est passé, puis j’en viendrai au fait que j’ai besoin d’aide. Je vous dirai également que j’apprécie votre aide et que, oui, j’ai épuisé les autres ressources en ligne. Ce sont des réponses générales et je n’ai pas de place dans les camps dont ils sont responsables. C’est une situation particulière et délicate. Il s’agit de savoir comment passer par le système, et non pas ce qu’est le système. Je sais que je m’en sortirais peut-être mieux sur le Québec, mais tous leurs messages sont en français et je me suis senti un peu comme un abruti surgissant en anglais.
Histoire -
- Perte de mon permis de conduire de l’Ontario en raison de l’échec d’un arrêt routier - permis de conduire complet non permis d’apprenti
- les étapes nécessaires pour le récupérer - payer une amende - terminer le cours - faire installer un alcootest pendant un an
- a payé les amendes, mais a déménagé à Montréal avant de commencer le cours
- Des années plus tard, on s’est adressé à la SAAQ et on lui a demandé d’entreprendre une licence ici. On a parlé de ma licence en Ontario, alors il y a de l’espoir de recommencer à neuf.
- Important ici - Je n’ai pas eu la chance de demander une licence ou de faire partie du système SAAQ ici, ils ont mis mon nom et l’information pour faire le rendez-vous, mais je n’ai jamais demandé le premier niveau de licence.
- La SAAQ me dit que je ne peux pas recommencer à neuf, que je dois être hanté par l’Ontario - c’est correct, je comprends qu’ils ne voudraient pas d’un récidiviste ou quelque chose du genre
- On me dit que je dois faire le cours ici donc, Longue histoire en colère raccourci pour ce post, je passe le test et mon travail est fait.
- SAAQ *change son histoire parce que j’ai un représentant différent* et dit non non, pas assez, vous devez avoir la machine juste cette minute.
- Découragé et ecrase Je dois dire que la plupart des gens n’ont aucune idée de la façon dont l’âme s’écrase si l’on se soucie de soi-même ou de soi-même.
- Chin up continue d’appeler la SAAQ et on me dit que parce que j’ai une licence au Québec, je dois faire installer la machine. J’explique que je n’ai pas de voiture, ou d’amis, à ce stade de ma vie tout ce que j’ai ici est un Ex qui me déteste et un patron et deux collègues de travail. C’est mon cercle. Je ne suis pas capable d’acheter une voiture, je ne suis pas capable d’emprunter une voiture.
- La SAAQ me conseille d’acheter une voiture et d’installer la machine, puis de la vendre après la désinstallation de la machine. Il n’y a pas d’autre moyen pour vous de faire retirer cette condition X de votre licence ici. C’est la loi au Québec et même si vous quittez la province et revenez dans 20 ans, nous vous demanderons d’installer la machine. Fin de l’histoire.»
- Appelez Service Ontario et faxez-moi les documents qui prouvent que j’ai terminé le cours ici, au Québec. Ils acceptent et lancent le compte à rebours d’un an jusqu’au jour où je dois avoir la machine dans ma voiture en Ontario.
- 1 an compte à rebours et se termine, et je suis légalement entièrement admissible à l’obtention de mon permis en Ontario (si je suis un résident, bien sûr)
Tout cela a été rattrapé là où je suis, en sautant sur la dépression intense et le dégoût de soi pour avoir créé cette situation en premier lieu.
Je suis coincé avec toutes sortes de conseils différents de la part de différentes personnes. Certains disent qu’ils ont conduit ici avec un permis hors de la province depuis des années. Certains disent que je devrais aller en Ontario et obtenir mon permis et ensuite transférer mon permis complet à un permis complet du Québec.
Le problème que j’ai avec cette chose de l’Ontario est - revenir assez longtemps en arrière pour être admissible MIS DE CÔTÉ- est que la SAAQ ne cesse de dire que je suis tenu d’obtenir la machine en raison de la condition sur mon permis ici. Je n’ai pas de licence ici. Je n’ai jamais mis les pieds dans un endroit de la SAAQ sauf pour cette première entrevue initiale où je suis juste allé poser des questions. Je devrais avoir aucune licence ici. Par conséquent, s’ils font référence à l’état de mon permis de l’Ontario, il est parfaitement propre et je n’ai aucune condition X. J’ai un nouveau départ en Ontario. Alors, comment le Québec peut-il continuer à me pénaliser une fois que j’ai été blanchi là où il a eu lieu? C’est la même chose que de commettre un crime et de purger sa peine à un autre endroit et des années plus tard de s’installer ici et de dire qu’il y a huit ans, vous avez purgé votre peine, mais pas une huître, et que notre peine est habituellement de deux ans de plus pour cela, de sorte que nous aurons besoin que vous passiez une peine d’emprisonnement de deux ans.

I will share the back story really quickly and then get to the point about what I need help with. I will also say that I appreciate your help and yes I have exhausted the other resources online. They are general answers and I do not fit into any of the camps they answer for. This is a specific and tricky situation. This is about how to go through the system, not what is the system. I know I might fare better on the Quebec but all of their posts are French and I felt like a bit of a jerk popping in en anglais.
Story -
That's all caught up to where I am, skipping over the intense depression and self loathing for having created this situation in the first place.
I am stuck with all sorts of different advice from different people. Some say they have been driving here with an out of province license for years. Some say that I should go to Ontario and get my license and then transfer my full license to a Quebec full license.
The problem I have with that Ontario thing is - moving back long enough to be eligible ASIDE- is that SAAQ keeps saying that I am required to get the machine because of the condition on my license here. I have no license here. I have never set foot in an SAAQ location save for that first initial interview where I just went to ask questions. I should have zero license here. SO if they are referring to the status of my license from Ontario, it is perfectly clean and I have zero Condition X. I have a fresh start in Ontario. So how can Quebec continue to penalize me after I have been cleared where it actually took place?
I appreciate all the suggestions, insight and help anyone thinks to share here. I am at sea and after the first experience with SAAQ I don't trust that I can simply go to them to ask questions again at this stage.

And yes- if you are thinking I should go to Ontario- I could write the test and get the learner's and then drive the test and get the full, 24 hours later because I have already been fully licensed there. They don't make me wait a year. Technically though not entirely truthfully I could spend a weekend at Kingston and come back with a full license.

Le NDP et ses incohérence : Déclaration du leader du Bloc Québécois

La période des question d'aujourd'hui était extrêmement fructueuse, dans le mauvais sens. Nous avons appris que le NDP n'est qu'un autre de ces parties politique qui dévient les questions : Ils ont totalement refuser et éviter la question qui étais de demander au gouvernement s'il allait reconnaître et s'excuser pour les tords causer aux francophones du Canada. Pour le NDP, la question de l'indépendance du Québec et de la protection du français sont relier, affirmant qu'ils ont protéger la langue française et fait un pas de plus vers le bilinguisme au Canada en modifiant l'acte de clarté. Je suis content d'apprendre que le gouvernement lui-même pense que la situation est critique pour la langue francophone au point de vouloir plus d'autonomie pour le Québec, nous sommes du même avis.
Le gouvernement a même été jusqu'a l'affront de décribiliser mes propos et ma question en disant que si je souhaitais un Canada réellement bilingue, il faudrait que je souhaite la même chose pour le Québec. C'est un affront d'attaquer le Québec sur ce point la : Dans la majorité du Canada, les francophones n'ont pas accès a reçevoir des services en français, même pas de la part des gouvernement provinciaux et fédéraux. Au Québec, les anglophones sont reçu, a Montréal, avec un Bonjour - Hi souriant et même en région rurale ou l'anglais est moins parler, ils peuvent largement parvenir a reçevoir du services en anglais, même dans des petits commerces de quartier, pendant que les francophone peine a avoir du serveur de leurs gouvernements ! La situation est extrêmement différente.
Il est important de mentionner aussi que le ministre des affaires française n'étais pas présent. Il faut au moins leurs donner ça : Au moins le gouvernement a eu la décence de répondre a la question, contrairement aux gouvernement précédent. Plus sérieusement : Qu'est-ce qui pourrais être pire qu'un ministre des affaires française absent ... un ministre des affaires autochtones et du nord ne vivant pas ou ne provenant pas d'aucune de ces communautés... ? Ce serait vraiment dommage que ce soit le cas, vous trouvez pas ?
Des séances de questions ridicules comme celle d'aujourd'hui, il est temps d'y mettre un frein. Il est temps de donner une voix au Québec une fois pour toutes. Parce que le Québec mérite une voix, une voix qui comprend et célèbre ce qui fais du Québec la provinces unique qu'elle est. Today's question period was extremely fruitful, in the wrong direction.
We learned that the NDP is just another one of those political parties that deflects questions: they totally refused and avoided the question that was to ask the government if it was going to acknowledge and apologize for the wrongs done to francophones in Canada. For the NDP, the issue of Quebec's independence and the protection of the French language are linked, claiming that they have protected the French language and have taken a further step towards bilingualism in Canada by amending the Act of Clarity. I am pleased to learn that the government itself believes that the situation is so critical for the French language that it wants more autonomy for Quebec, we agree.
The government even went so far as to describe my comments and my question by saying that if I wanted a truly bilingual Canada, I would have to want the same for Quebec. It is an affront to attack Quebec on this point: In the majority of Canada, francophones do not have access to services in French, not even from the provincial and federal governments. In Quebec, Anglophones are received in Montreal with a smiling Bonjour - Hi and even in rural areas where English is less spoken, they can largely manage to receive services in English, even in small neighbourhood businesses, while Francophones struggle to get servers from their governments! The situation is extremely different.
It is also important to mention that the Minister of French Affairs was not present. We must at least give them this: At least the government had the decency to answer the question, unlike the previous government. More seriously: What could be worse than an absent Minister of French Affairs ... a Minister of Aboriginal and Northern Affairs who does not live in or come from any of these communities? It would be a real shame if that were the case, don't you think?
Ridiculous question sessions like today's, it's time to put a stop to it. It's time to give Quebec a voice once and for all. Because Quebec deserves a voice, a voice that understands and celebrates what makes Quebec the unique province it is. In the coming weeks we will be introducing a bill to facilitate Quebec's taxation system, and we will see if it continues in the same direction, that of pitting the interests of Quebeckers against each other. >
We are halfway to an election, and I intend to continue to defend the interests of Quebec and Quebeckers despite my single, weak voice in the House of Commons until we are in a position to have the political clout to finally give Quebec a voice. Hello everyone! I'm creating a sticky thread today in order to encourage you all to VOTE, and also to proactively provide answers to questions that have been asked before, and will likely be asked again on this subreddit.
All official voting information can be found on Election Canada's website, and their FAQ section is particularly useful.
Nevertheless, here's a few commonly asked questions and answers in my own words:

You are eligible if you meet all of these conditions, and only these conditions:

Where do I vote?

On election day, you must vote in your designated polling office, which was written on your Voter Information Card. You can find your designated polling office by entering the postal code of your home here. You cannot vote at another polling office - even it seems closer to your home or workplace. This is to prevent people from voting several times at multiple locations.

What do I need to vote?

To vote, you must have any of the following three options:
  1. ONE photo ID issued by a Canadian government (federal, provincial/territorial or local) with your photo, name and address (e.g. driver's license), OR
  2. TWO pieces of ID with your name, and at least one must have your current address. (e.g. health card + credit card statement). E-statement displayed your smartphones are accepted. OR
  3. Have someone who is designated to vote in the SAME polling office as you and know you, vouch for you. That person can only vouch for one person, and must also prove their ID under conditions 1 or 2 above.

Do I get time off work to vote?

For the majority of us who work regular 7.5 hours per day on Eastern Standard Time, no. Here's why:
By law, everyone who is eligible to vote must have 3 consecutive hours to cast their vote on election day, and polling offices on EST time will be open for 12 hours from 9:30 am to 9:30 pm. Meaning if you normally start to work at 10 am or earlier, and finish work at 6:00 pm or earlier, and your polling office closes at 9:30 pm, you still have 3.5 hours left to vote after work, exceeding the 3 hours minimum and thus you are not entitled to get time off work to vote.
However, if you live in a different time zone, your polling office hours may be different. You can verify poll office hours for each time zone across Canada here.
If you have less than 3 consecutive hours free to vote (either because you have a shift longer than 7.5 hours or you live in a different time zone), your employer MUST allow you to either start work later OR finish work earlier to respect the 3 hours rule. Additionally, you are not to be deducted any pay for the reduced work hours.
There is an exception to this rule if you work in the transport industry.

Est-ce que je dispose de temps de congé pour aller voter?

Pour la majorité d'entre nous qui travaille 7,5 heures par jour dans le fuseau horaire de l'Est, non. Voici pourquoi:
Selon la loi, toute personne ayant qualité d'électeur doit disposer de 3 heures consécutives pour aller voter le jour de l'élection, et les bureaux de vote dans la zone EST seront ouvert pour 12 heures de 9h30 à 21h30. Ce qui veut dire que même si vous commencez normalement à travailler à 10h, et que vous terminez de travailler à 18h, et que votre bureau de vote ferme à 21h30, il vous reste encore 3,5 heures pour voter après le travail, ce qui dépasse le minimum de 3 heures, et donc vous n'avez pas droit à des heures de congé pour aller voter.
Cependant, si vous vivez dans un fuseau horaire différent, les heures d'ouverture et de fermeture de votre bureau de vote pourraient être différentes. Vous pouvez vérifier les heures d'ouverture pour chaque fuseau horaire au Canada ici.
SI vous avez moins de 3 heures consécutives de libre durant les heures d'ouverture de votre bureau de vote (soit parce que vous avez un quart de travail plus long que 7,5 heures ou parce que vous vivez dans un fuseau horaire différent), votre employeur DOIT vous permettre de commencer le travail plus tard OU de terminer votre travail plus tôt pour respecter la règle des 3 heures. De plus, vous n'avez PAS à subir une réduction de paye pour les heures de travail en moins.
Il y a une exception à cette règle si vous travaillez dans le secteur du transport.

First of all, i thank catrinedemew for finding out that name, many of you proposed Oufff but SelfishOufff seemed more appropriate!
This is what my husband sent her after everything happened and i am actually mad at how bitchy she was with me and how accepting she is with him, but hold on because even though she told him that, she told me something else afterwards which shows how she was only saying that not to get into a fight with her son:
DH: We are not going to announce when DW goes into labor. That's it. We are only going to announce it after she gives birth, to everyone at the same time. This is our big day and we are going to live it the way we want to.

Okay so after the whole message thing yesterday (my exchanges with MIL), i made a post on Facebook (Did not mention her or anyone at all). Here is how it goes:
"I will not repeat myself twice. MY labor, MY decisions. If I do not want to notify anyone when we leave for the hospital and if I want to have a few hours with my husband and our daughter without being disturbed, it is MY right. If you do not agree, you will learn the news from someone else when we make our calls, that's it. Do not bullshit me that I am being selfish. I have carried this child for 9 months and I am going to give birth to this child. Not you. Who knows, maybe i will have a cesarean section, I will bleed and it will hurt. I do not need to feel stressed because there are people waiting for news. NO.

I am sick of people who just think about themselves "You will hurt me if you do not tell me" and "I'm going to be sad". I do not give a damn. So grow up a little and learn what respect is. You don't like it? move on and deal with it. You cannot have everything in life. *** If I still get messages saying that I'm selfish for not wanting my husband to be on his cellphone instead of giving me his full attention while I give birth or that we should call you in the car before leaving (I have better things to do than this, like breathing through contractions and actually going to the fucking hospital which is an hour away), I will put you in time out: You will not see my daughter until I change my mind. Have a good day and leave DH alone, he works hard and has better things to do. (He literally works 12 hours a day and she is always bothering him. Like ALL the time with her boring shit.)

MIL: I did not do anything wrong and yes i love my son and yes i find it selfish to see that his own mother does not have the right to know. Thank you for not going further DIL, it was going well and we will keep it that way.

To say i lost my shit at that moment is an understatement. How dare she telling me not to go any further and all of that bullshit? So here is my last message to her:
Me: MIL, how am i being selfish? Are you the one who had sexual intercourse with your son? Who made this child? No. You are the one being selfish here and if this keeps going on, i will just not give you any news at all. DH agrees with me on this. If you want to talk to him about this, so that he can confirm his way of thinking, it will be for tomorrow.
She saw the message and never replied. She did send a message to DH this morning about the fact that she found a new job, completely ignoring what she did the day before. Now he will be calling her later and i will update this post when he does so.

By the way, apparently, Oufff means Whew in English haha or ouch. We are french-Canadians and I am trying my best to translate everything but MIL's and punctuation does not really work together so it is kind of hard.

We have been living a lot of stress recently and I think it is selfish of you to give her more, especially considering that this stress is damaging to our daughter's health. We do not want to live this experience differently to fulfill your wishes and we owe you nothing. I warned you that if you challenged our decisions again I would cut off contact for a while and that's what I'm going to do. You do not have to worry, you will learn about the birth of our daughter at the same time as everyone on Facebook. Some time after that, we will get back in touch. On the other hand, if you call me to shout like you did the day that we learned that we were having a daughter, I will not contact you again, at all. It is useless to answer, I will not see it as my messages are filtered, same thing for DW. It is useless to call, we will not answer. There are only 2 people who play a role in the birth of our daughter and that is DW and I. We do not need a third parent. Good day and good luck with your new job. So guys, i ended up blocking her on Facebook, am going to keep all the messages as proof that she is unfit to be a grandparent if she ever threatens us with grandparent's rights and she will not get to see my daughter unless she apologizes to EVERYTHING she has done since the beginning. Even so, she will never get unsupervised visits, she will never get to hold my daughter for more than 5 minutes, if i ever need to go to the bathroom, DD will be coming with me as i no longer have any trust in this woman.

That has opened my eyes very clearly on the type of person that she is and i will no longer be falling in that trap. She insulted me and basically told DH that his opinion was actually me forcing him to say those things. She will not come over for any visits for at least 6 months ( as she is an anti vaxx and i do not trust her on regards to getting vaccinated annnndddd she's a bitch.) and it will extend if she does not apologize to me and DH. When we go visit FIL and BIL, we will not be visiting her or my daughter and i will remain in the hotel. I swear to god no one will ever disrespect me again the way she did for the past two days. She needs mental health ASAP and i will not let her near my daughter as long as she demonstrate this type of attitude. I would not want my daughter to become like her.

Ceci étant dit, j'apprécierais que tu cesses de texte ma conjointe pour un certain temps. Il est inutile de répondre, je ne le verrai pas comme mes messages sont filtrés, même chose pour ma conjointe. Il est inutile d'appeler, on ne répondra pas. Il n'y a que 2 personnes qui jouent un rôle dans la naissance de notre fille: Ma conjointe et moi. Nous n'avons pas besoin d'un troisième parent. I'm going to post the universal declaration of human rights 55 languages, and you have to guess which language is which. I chose this text because it's one of the most translated texts in the world.
