Satou Kazuma

Satou Kazuma was once a useless, perverted shut-in NEET, drifting through life without a purpose. Everything changed when he heroically sacrificed himself to save a girl from getting hit by a car (actually he had a heart attack in front of a slow-moving tractor, but ssssshhh!). The goddess Aqua offered him a choice between passing on and reincarnating in an RPG-esque fantasy world. She also laughed at how much of an asshole he was, which motivated him to reincarnate- and rope her into becoming one of his permanent "party members"- out of spite. Now he's a useless, perverted NEET, but he goes on quests alongside a harem of equally perverted and useless adventuring companions.
Feats which only occur in the anime, occur when buffed by Aqua, or buffed by a special mask will be specially marked. The mask was said to increase mana during a moonlit night, but the original gifter of the mask seems to believe that it was the thief's innate ability, so it's possible it might not actually buff anything.

Opening Remarks

• Alberta must continue to proceed cautiously
• System is managing as a province, but some hospital facilities is still significant
• Peak reached in early January (>90% Covid capable bed occupancy)
• Problem in every region of the province as many rural regions are cared for in Calgary/Edmonton
• All healthcare workers have limits and we must protect capacity
• Notes (i) Peter Lougheed and Butterdome field units, (ii) AHS having no budget limits at the moment, and (iii) limited staff available

Restrictions

• Recognizes that stress that comes with economic and employment instability
• Why a "lockdown" has never been imposed with curfews, closed schools, and business closure
• Broad public support and compliance is important
• To strike this balance, wants to show a path forward...that bending curve lets public health measures lift
• Must be carefully, slowly, and data driven

Restriction Metrics

• Restrictions will be lifted in a stepped approach based on hospitalizations (ICU and general acute) values. It is a lagging indicator of healthcare capacity
• When a benchmark is reached, discussion will be considered for further advancement of relaxation. Hospitalizations will be primary factor, but growth of cases will also be considered
• Hospitalizations will be reviewed 3 weeks later. If hospitalizations have continued to fall, further progression will be considered
• Case numbers represent recent trends and will be used to determine if relaxations need to be paused or if additional restrictions are needed
• If cases surge to exponential growth and if a variant begins to increase spread, restrictions will be imposed again

Details of Relaxation Plan

• Some restrictions will apply in all steps and at least 3 weeks are place in between each step
• Early Steps: Schools open, outdoor gatherings up to 10 people, personal and wellness by appointment only, funerals up to 20 people
• Step 1 - Begins February 8th: Some easing in school function (indoooutdoor sports, performance activities), some indoor fitness, some dine-in options for restaurants/cafes/pubs bound by clear limitations (e.g. - distancing requirements, group size, masking, etc).
• Step 2 - Requires: Average hospitalization <450: Some easing for retail, banquet halls, community halls, hotels, conference centres. Some further easing on children sports/performance, indoor fitness
• Step 3 - Requires: Average hospitalization <300: Consider places of worship and limited reopening of museums, libraries, casinos, and indoor seated events. Consider indoor indoor social gatherings with limitations. All that are considered will have restrictions still
• Step 4 - Requires: Average hospitalization <150: Restrictions will exist, but will be closer to last summer. Wide range of indoor and indoor activities would be considered. Wedding/funeral receptions, trade shows, are on the table at this point
• Requires buy in from Albertans
• As measures are eased, community spread can occur
• Moving from 1 stage to another will not be automatic - it will be open for discussion
• Leading indicators will be used to warn of "red flags" for pausing relaxation

Closing Remarks

• Minister of Jobs Doug Schweitzer will make announcements for support in coming days
• Hopes that this will be a boost to Albertans and Albertan businesses
• We are not at the end and it will be a while until we see a real effect from vaccines. Variants add to the challenge
• This is not "back to normal" and if we think so, we'll start rolling back steps of the above plan again

Q&A

• There are people who willingly ignore restrictions. What should be done here?: Enforcement is last resort. Regrettable to see that people are doing this and it is disrespectful to healthcare staff; they are saying they are more important than healthcare and can hurt the entire province. Understands the frustration, but things won't improve if people continue to break rules. Calls politicians who support ignoring restrictions "irresponsible" and thinks stronger enforcement is required
• (Upon prompting, Dr Hinshaw added that most Albertans are following restrictions and cannot let the minority dictate the actions of the majority - more compliance results in higher potential for restrictions down the road)
• How much decision making is politics in UCP strongholds?: Decisions in Covid cabinet are data driven. One factor is population compliance; polling say it's about 20% of Albertans think restrictions are too stringent, 40% say it's about right, 40% not strong enough (believes there is no strong consensus). Believes vast majority of Albertans are compliant
• Who will get delayed with limited vaccine doses?: Defers to Minister Shandro. Notes he is worried about EU restricting exports of vaccine and asks federal government put pressure on Pfizer
• (Minister Shandro: Still reviewing. Will follow recommendations of health officials and defers to Dr Hinshaw)

• What data is being used for deciding Step 1?: Uses BC as an example for successful limited service in these activities and did study of where spread can occur. Group fitness events are high spread (especially high intensity). Opening for fitness will be to bar high intensity fitness. Opening only low risk parts (e.g. - only a single household at a table). • How much did Covid variant affect this plan?: Key part of plan is followed by 3 weeks of observation. A part of the 3 week timeline is to monitor for rising cases. This will allow for monitoring
• How confident are you in containing variant?: Concerning in case identification. Significant testing of incoming travellers has allowed for early containment of most cases

• Notes Moderna's cut; it feels like Alberta isn't a priority
• Alberta Health was informed that it will reduce from 24,600 to 18,800 doses (5,800 fewer. ~23.5%)
• Informed all February Moderna deliveries being accessed, so unknown how much Alberta will receive in that time
• Accessing impact on first and second doses
• Knows the frustration from Albertans and thinks new from federal governments continues getting worse
• Wants a national strategy for vaccine supply

Q&A

• Does reopening 1 week from now contradict previous comments from Dr Hinshaw/Minister Shandro?: 2 important messages about "stepping up and stepping down". Trying to show Albertans how it could happen and separate from message of potential for further restrictions if cases spread further
• (Upon request from Minister Shandro, Premier Kenney added: The approach is very gradual and are already available in neighbouring provinces of BC and Saskatchewan. I have a level that is a Casino theme. It's part of my super world and I spend a lot of time on this level. I also spend over 1000 hours in the game creating my super world and I'm almost finished. Now I'm hearing that people have had their level deleted if they have anything offensive in the title. I have the word "Casino" in the title of this level. I also used the word "hate" in some level descriptions when describing that the boss "hates the Mushroom Kingdom". Is it going to get deleted? and no, I'm not joking. I really do think this might be enough to say these levels are breaking some bizarre guideline.

PS: Nintendo has Casino themed levels in Pokemon and Mario RPG but I'm still not convinced their employees wouldn't delete your level if they want to. Where can we see a real list of rules and guidelines on what is appropriate when uploading levels? I will be devestated if my super world is taken down due to some offended crybaby reporting my level but for some reason, I'm expecting it.

Brief glossary before we begin (and some foreshadowing)
MMORPG: massively multiplayer online role-playing game, MMO for short. A videogame genre that generally invites hundreds, or up to thousands, of players to share a space. Depending on the game, anything from general adventure to large-scale war to economy and politics can be simulated. I find it hard to believe that anyone reading this could possibly not know what this is but it's included anyway.
Electro-convulsive therapy: ECT for short, it is a form of treatment where electrodes are "carefully" hooked up to a person's head and a "precise" level of electric shock is delivered, in order to treat major psychiatric disorders. Developed in 1938 when most psychiatric treatments was in their infancy, it is still used today occasionally for serious cases of depression, mania, or psychoses. In its early days however, there were widespread claims of abuse associated with its use.
Pt1: The Root of all that is bullshit
Zhengtu Online (hereafter referred to as ZT) was an immensely popular MMORPG that was developed in China and primarily served a Chinese playerbase. Released in 2006, at its peak it boasted more 2 million players, which while not particularly impressive relative to World of Warcraft (8mil worldwide at the same time), was a truly insane amount of success in a gaming scene that was very much in its embryonic stage.
The game itself was an unimpressive Diablo-style top down fantasy setting, and its gameplay loop primarily revolved around improving your ability to kill various things, but what made it special was the overarching metagame: every player population (sharing a server) was divided into 10 kingdoms. Kings and generals were all individual players, and they dictated politics to their neighbors--primarily in the form of initiating player-vs-player (or PVP) warfare.
Most contemporary MMOs had an upfront price plus a monthly subscription fee. In China, such pricing models were mostly replaced by paying oney for a set amount of ingame playing time. Unlike all of them, ZT was completely free to play (F2P).
Free to play, however, meant pay-to-win: the best weapons and armor, and even leveling up your character, needed you to pay real money. Since so much of the game was focused on PVP, it also created an eternal arms race between players, each paying for the privilege of not being evaporated by a high level enemy.
The way they did this was unique at the time. While F2P online games had already seen their rise in South Korea, equipment was generally priced explicitly via in-game currency and bought in virtual shops. ZT fused this with the sweet, sweet taste of gambling: gear in the game was primarily obtained in loot boxes, and you had to pay for keys to open them.
It needs to be emphasized that gambling of any kind was illegal in China, but, in an eerie parallel of American CEOS in the future, ZT's developers said it wasn't gambling because, well, you weren't getting your money back.
By combining this with multiple other exploitative practices, such as providing a small amount of premium currency like a casino giving you a free bet on the house, or awarding special items to the player with the highest number of lootboxes opened in a day, ZT was making money like taking candy from a candy-hating baby, and made gaming history.
As far as what this means for gamers, this was Eve giving Adam the apple, Oppenhemier splitting the atom, Prometheus stealing fire, Caesar crossing the Rubicon, and goddamn Helen Keller signing "water".
If you play any kind of videogames today, you've stepped through the long shadow that ZT had cast. Zynga (developers of Farmville) would be founded in 2007 and focused exclusively on free games with real-money integration. Lootboxes made it into Team Fortress 2 in 2010, one of the first major western-developed games to include them.
Similar mechanics (with varying degrees of exploitative practices) came to FIFA in 2010, Mass Effect 3 in 2012, Counter-Strike in 2013, League of Legends in 2016, and NBA 2K in 2017, infecting every genre of gaming under the sun, including the most popular MMO, World of Warcraft. As an aside, corporate defense of lootboxes in Star Wars Battlefront II also led to the most downvoted Reddit comment of all time.
Finally someone speaks out
The System, an article published in the Chinese newspaper Southern Weekly in 2007, was a hard-hitting expose on the exploitive practices of ZT. It chronicled the rise and fall of a gamer who accidentally becomes the monarch of one of these in-game Kingdoms, her addiction to the game, and final disillusionment when she realized that in-game player behaviour was being explicitly manipulated by its designers for the purpose of creating addicts and selling more lootbox keys.
The whole article is worth a read, even if it is sensationalist in a way that immediately tells you the writer was clearly a failed novelist of some kind - describing virtual destruction with the kind of prose most people would consider and then discard for a gang rape, for starters. But it had gotten its point across. It created an explosive backlash against the game in China, and was even translated into English and propagated across gaming forums.
The fallout
In an act of censorship usually reserved for the CCP government, this article--including its English translation--began to be scrubbed from the internet, with speculation pointing to the immensely powerful CEO behind ZT. I mean, who else could it be, right?
This article would light the fire of China's first moral panic regarding videogames. In its wake, swift legislation would be enacted regarding internet gaming addiction as well as online proxy gambling. ZT would heed the new laws and remove its lootbox mechanics in the following years and many other similar games followed suit.
Most tragically, the panic (which, to be fair, was fueled by a very real problem) allowed unscrupulous characters such as Yang Yongxin, vice chairman of a hospital in Shandong province, to create "internet addiction centres". With its legitimacy established by a docuseries ("Fighting the Internet Monster") on the state-run television channel CCTV, these centres charged terrified parents exorbitant prices in order to keep teens by force in, essentially, private hospitals and asylums, subjecting them to inhumane conditions and abusive ECT in order to "cure" them of their disease. It was estimated that Yang earned the equivalent of more than $6million USD from his addiction centre in the short space of 2 years. While his centre was eventually closed by state order, he received no punishment of any kind.
As for ZT, it limped on until 2018. A mobile game reboot was made in 2015. A tie-in fantasy movie was released in 2020. it was not very good.

Addendum: how we got here: Of Mice and levers
In the 1950s, an American scientist named BF Skinner discovered the following: when mouse is put in a box with a small lever that, when pressed, dispenses a food pellet, they will quickly learn to start pressing on the lever as fast as possible. If you then stop the food from dispensing, the mouse will lose interest quickly after pressing a few times and seeing no food coming out.
If, however, you hooked up the lever to dispense food at random intervals, the mouse will be practically glued to the lever and hammer on it nonstop, sometimes long after they become full, and long after any food has been dispensed.
This discovery, known as variable outcome operant conditioning, formed the foundation of our understanding of addiction and gambling. Skinner would go on to try and fail to make bombs guided by pigeons, but we're not interested in that here. His research tool--the Skinner Box--would become a descriptor you may have come across when discussing exploitive game mechanics.
Summary
Once upon a time, a game combined the random outcome of videogaming with real-money gambling. This has made a lot of people very angry and been widely regarded as a bad move.
